Neighbourhood Safety Team

NeSTs comprise local residents, the Police, the Council's Crime and Disorder Team, Parish Councillors and Borough Councillors. The NeST meets every two months to discuss issues affecting the neighbourhood especially anti-social behaviour, crime, graffiti and health and safety.

Matters arising

Pond Street to Elstree Way, Cllr Rex Barnet has asked Swindon Commercial Services to cut it.

Neighbourhood Policing Team

Operation Hawk – dealing with Anti-social Behaviour and Criminal Damage is ongoing and will be in full force for Halloween and Bonfire night.

Posters have gone out to shops in the NPT area stating eggs and flour will not be sold to under 18’s. The majority of shops are on board with this.

Incidents of Anti-social Behaviour are down.

Avonmead onto Medway Avenue – there has been damage to fences caused by youths 18-20yrs.

Warning letters have been sent to two adolescents in the area. If therir behaviour doesn’t improve the next step would be to issue Acceptable Behaviour Contracts.

There has been a slight increase in burglaries in the Haydon End area.

There have been no major problems with criminal damage.

Rex said there is to be an enforcement day in Haydon Wick, not sure if it’s January 2010. Rex will find out and let the group know.

  • Crime overall is down
    • Anti-social Behaviour: There has been a decrease in ASB. Operation Hawk, which was set up to address criminal damage, and ASB has continued throughout the summer across the Borough.

          • Halloween: On a positive note the approach that was used last year will again be deployed – extra officers and shops and stores will be approached re: the selling of eggs and flour to young people. If anyone would like posters of ‘No Trick or Treaters’ they are available on the Wiltshire Police website. If anyone is unable to access the net please contact either PC Chloe Smith or Jane Dudley.

            • Haydon Court Drive – shrubbery needs cutting back
            • There have been thefts from Whitworth Road Cemetery and there are problems with parking in the lay-by outside
            • Pond Street – foliage overgrown and obscuring lighting – used in the early hours by workers at the North Orbital, can it be cut back? This is SBC land, Jane to take back and see if Community Payback can be used to get this sorted quickly.

        • Neighbourhood Policing Team
        • Majority of crime is down
        • Rise in vehicle crime in Haydon Wick, Taw Hill and the Northern Expansion in general. The group had a discussion around who and why etc. this is happening (conversations were of a sensitive and confidential nature so they are not recorded in the minutes)
        • Operation Hawk tackling criminal damage and anti-social behaviour is still happening and targeting these types of crime.
        • Burglary is up and down but still low when compared nationally.
        • Richard Hailstone raised some issues in the area around criminal damage and littering.
          1. Alcohol litter in Osterley Way
          2. Ex pupils from Haydon Wick School causing problems in King George Field. Chloe has been in contact with the Head and the culprits have been spoken to.

          3. There has been further damage to bus shelters and ways to tackle it are being explored.

            • Safe and Clean in Abbeymeads area on August 27th. The base will be at the church in Abbeymeads Village Centre. The group suggested some work that could be done in the area. Jane will take this back to the team.
            • Haydon Wick Bowls Club has a new bit of ‘territory’ at the bowls club. Bert is concerned that the bowls club may be a bit vulnerable. Chloe will go with Bert to check it out.

            • Phil said that they have been experiencing some problems with materials from the flooding works being thrown around.
            • Jane offered the group the opportunity to have a Selecta DNA property marking kit. Jane to send the kits to Phil who will distribute them.

          Neighbourhood Policing Team

          Unfortunately it was Chloe’s rest day and she was unable to attend. The group wondered if it would be more useful to have the meeting on a different night as Chloe’s rest days coincide with the NeST. Chloe has on many occasions come to the meetings on rest days. Chloe asked that the group consider what they’d like for new priorities.

          The current priorities are:

          • Traffic related – Haydon End

          • Anti-social Behaviour – Orbital

          • Criminal Damage – Bowls Club

          Suggestions were:

          • Underpasses on
            Westfield Way
            – all three to be put on as a priority (especially after midnight)

          • Haydonleigh Drive
            – speeding cars

          • Bus shelter damage (the Swindon Community Safety Partnership has had success with a new ‘glazing’ product – Jane to e-mail Richard Palusinski’s details to Parish Clerk)

          • MUGA – closed for a short period for repairs

          Haydon Wick Bowls Club have met with Bob Walton (Crime Prevention Officer, Swindon Police) and PCSO Lee Hare. Evening patrols have been stepped up and CCTV is being considered.

          Vicky stood in for Chloe and highlighted the main issues although things are pretty quiet:

          • There has been some anti-social behaviour at MacDonalds at the Orbital Centre and banning orders have been issued and the problems have decreased.
          • Anti-social behaviour at Haydon Wick Bowls Club (already discussed)

          The group raised problems in Greenvalley/Greenmeadow Avenues – Vicky will speak to Chloe

          • There has been damage to King George Play area and it is being closed early. Vicky not aware of any problems, which asks the question, are residents reporting?

          Matters arising

          Rushmere Underpass at the moment is quiet.

          MUGA – is busy and working well.

          Neighbourhood Policing Team

          Operation Hawk is ongoing and has been successful in reducing criminal damage across Swindon and several arrests have resulted.

          Arrest of a main dealer in cannabis as resulted in a 3-year prison sentence.

          The group praised Chloe and her team for the excellent work they are doing.

          Haydon Wick Bowls Club

          Members of the club had come to the meeting to ask what can be done about the anti-social behaviour and criminal damage that is happening at the Bowling Green.

          Objects are being thrown over the fence including the dog bin and it’s contents.

          Greens are being damaged and it is a costly exercise to repair them.

          The perpetrators are aged about 14.

          Police are aware of problems and hold a key to gain access to the club. It was decided that Chloe would contact the Anti-social behaviour Unit to arrange a meeting with the club to see how they can work towards resolving and dealing with the problems.

          Parish Councillors

          Bicycles that are found – what are the Police doing with them, as recently one was reported and the Parish Council were asked to hold on to it. The storage facilities for found bicycles at Gablecross is fit to bursting.

          Borough Councillors

          Nothing to report.

          Any other business

          A question was asked of the Police about how many reports have been made of abuse and harassment towards disabled persons in the street. Chloe said she was not aware of any reports being made but if anyone was experiencing problems then they should be reporting it.

          Graffiti is on the increase.

          The recycling facility was a mess over the Christmas and New Year period – a proposal to move it to Morrisons is being explored.

          It was asked how many accidents have occurred at the new junction at Blunsdon on the A419.

          Those present agreed to continue the meeting although (at that point) the police were not present.

          Matters arising

          1. There have been incidents of the leisure gardens perimeter fence being cut and bolt cutters being used to cut padlocks, bolts etc from tool storage boxes. The matter had been reported to the NPT and noted in HWPC records. A motor mower has also been stolen.
          2. All present commented on the lack of activity on Halloween night. PC Smith also agreed that there had been no reports of trouble.
          3. With Nov 5th imminent fireworks were being used in the evenings. Agreed that these were a nuisance but not a serious problem.
          4. The underpass in Haydonleigh Drive by Cloverlands was used by youths to let off fireworks. There are no lights working in there.
          5. HWPC to deal with lights and Police to note fireworks.

          6. 30mph Vehicle Actuated Signs (VAS) in Thames Ave seem to be successful
          7. No further problems with McDonalds. They usually clear their own litter.
          8. Noted that at 6.45pm tonight there were no kids in the MUGA. Suggestions that the lights could be switched off when no one using it. Agreed it was too early for such decisions but HWPC to note.

          Neighbourhood Policing Team

          1. Chloe Smith reported that Jess Sowden was training to be a P.C and the Haydon Team was now PC Smith, PC TOM Gregory and PCSO Lee Hare. Chloe has asked for replacement for Jess Sowden.
          2. The current police priority is 1. Anti-social behaviour 2. Car Crime and 3. Violent Behaviour.

          · Reporting Cards; These have gone out and been well received.

          · There has been a decrease in crime

          · MacDonalds had one problem at the start but there are no reported problems now. Group said that there is an increase in letter from takeaways along

          Haydonleigh Drive
          . It is difficult to deal with litter although it is an offence, more enforcement and education is needed. If people are caught they should be named and shamed, Peterborough City Council have a regular suspected litter louts on their website, here’s the link for those of you with access to the internet http://www.peterborough.gov.uk/page-9191

          · MUGA: what age group can use it? There is no restriction on age. The school uses it for supervised sessions. There are still some issues around the older ones who use it at night and cause problems. Is there anyway it can be monitored?

          Action: Jane Dudley to speak to Stratton Parish Council to see how they deal with their MUGA and if it causes any problems.

          · Arrests have been made for use of cannabis (not connected with the MUGA)

          The three priorities agreed for Haydon Wick NPT are:

            1. The MUGA and the surrounding area
            2. Orbital shopping Centre
            3. Haydon end play area – young people drinking

          As well as the above, graffiti will continue to be addressed

          · Dog Fouling: Bins get full and not emptied. HWPC has contract agreement with SBC. Police can be requested, if required, to serve notices on owners.

          NPT Update:

          · MUGA (Multi Use Games Area) – making sure that any problems don’t escalate. Measures are in place to ensure this doesn’t happen (unable to disclose what). The person that opens up the MUGA says he is not aware of any problems and the young people have been very respectful to him.

          Response from the floor:

          · Youths are climbing over the fence and going back in once the MUGA is locked.
          · No improvement of the issues that were happening when the NeST was formed.
          · Road safety – young people crossing Westfield way on bikes, concerned there could be a fatality.
          · Younger children are fearful of using Rushmere underpass.
          · General perception of feeling unsafe.
          · There have been four nights of hell in Cornflower Road caused by young people making their way home noisily.
          · NPT priorities:

          4. Parish Council:

          · Aware of the issues raised.

          • Is the Alcohol Restricted Zone at North Orbital dispersing drinking problems out into the community? There is no evidence to support this but if this proves to be the case and there is sufficient evidence then the zone can be extended.

          5. Borough Councillors

          • Lime Way continues to cause problems with youths passing through causing ASB
          • Cllrs Renard and Barnett are meeting BCU Commander Paul Howlett on the 1st July and will raise the issues discussed and are also asking for extra policing.

          6. Any Other Business:

          • Crime reporting: The ways to report crime were reiterated again.

            Action: Group asked Jane Dudley to put together a list of ways to report.

          • Fly tipping – have the cameras caught anyone yet: Prosecutions pending.

          The Fox and Hounds have offered their car park as a re-siting for the recycling banks.

          1. Welcome and introduction for those present: Swindon Police are currently being inspected and two of the Inspectors had come to the meeting to observe how communities are communicating with their Neighbourhood Policing Teams.

          2. Matters Arising: Fly tipping at Haydon Centre ï Cameras have been used there but there have been no prosecutions. Safe and Clean Day: Graffiti: Tags cleared - 248 of which 7 were offensive and 1 was racist Litter: Bags collected ï 90 Dog issues: Warnings/people spoken to -

          3 Vehicle issues: Penalty charge notices (double yellow line) ï 4, Untaxed vehicles - 3 Fly tipping: 1.5 tonnes Probation cleared litter from Bryony Way Swindon Commercial Services had a litter crew, graffiti crew and road/pavement sweepers in the area. Recycling Bins; Why not move these to ASDA Walmart, residents didnït ask for them at the Haydon Centre and with kerbside recycling now in place they should be removed. 3. Neighbourhood Policing Team: It is time to re-visit the priorities that were set as a result of community consultations. Three issues suggested by the NPT are ï Litter & Fly tipping ï Anti social Behaviour at the Orbital Centre (MacDonaldïs will soon be opening there and could be a magnet for ASB) ï Rushmere Underpass (also include Morrisons Underpass as this is the link to the MUGA (Multi Use Games Area) It was requested that Graffiti also be included. The NPT for Haydon Wick were praised for the work they have been doing in the area. Underage drinking: A large number of Vodka bottles (empty) have been found around Bowling Green, it is known that youths congregate here and it is suspected that they are the ones drinking. Receipts and carrier bags have been found. If residents come across receipts and carrier bags they will pass them on to PC Chloe Smith so that she can look at where and when the alcohol is being purchased. Greenmeadow School ï Theft of lead: Both of the perpetrators have been caught and will be going to court. Cllr Rex Barnett raised the issue of ïlosingï Police to the Town Centre at weekends, the Police Officers present accepted that officers are drafted in to assist with Operation Diamond (Town Centre Initiative). However this doesnït mean that the area is left with no cover, if there is a need for a Police Officer an incident in the area, it is likely that it will not be one of the NPT for Haydon Wick but more than likely to be an officer from the North Sector of which Haydon Wick NPT is part of. Tasking Group: The NPT needs to set up a tasking group to tackle the priorities. Tasking Groups will include Police, agencies relevant to the priority and community representatives. The NPT would like to use Haydon Wick NeST as the platform for this to happen. At Tasking group meetings, actions will be decided and who will be responsible allocated. This is so that residents are able to hold to account those involved. The process will become clearer when it gets under way.

          4. Parish Council: ï Dog Fouling is a problem at Haydon End Lane. Action: Jane Dudley to make Dog Warden aware. ï Fast Food Sales on field Please pass on thanks to Public Health for dealing effectively with this.

          Notes from Haydon Wick NeST Meeting - 4th February 2008

          Parish Council Offices

          1. Welcome and apologies.

          2. Matters Arising: Dog School, at the moment this is not causing any problems, the Parish Council has written to them, continue to monitor. Recycling: it is very messy on a Monday, Jane Dudley to speak to Richard Palacio in Environmental Services to see how this can be addressed. Fly tipping is a problem. (Black bags in Paddock Close need to be cleared ï this may be something that will be done on the Safe and Clean)

          3. Neighbourhood Policing Team Update: PCSO Jessica Sowden is joining the regular Police; the new PCSO is Dave McCalmart. There are now two PCïs and two PCSOïs in the team. Haydon Wick remains in the Green Zone for crime and detection rates are still up on the force target. The Alcohol Zone at ASDA Walmart is now in place and there is a meeting on the 5th February to discuss if there is a need to extend the zone. The intention is to deal with over 18ïs who can now be prosecuted. The signs for the zone are not yet in place. Jane Dudley to speak to Cheri Wright. As mentioned previously only part of the area has been adopted by SBC, which is causing problems when implementing the law.

          4. Safe and Clean: This will take place on 28th February 2008 in Haydon Wick. It is hoped that residents will join the agencies on the day.

          5. Safe and Secure Action Day at Oakfield. This is a conference aimed at NeST members, Neighbourhood Watch Co-ordinators and Community Beat Managers. Information about the day should arrive shortly.
